About

The MSAP (Minnesota State Association of Parliamentarians) is the state division of the NAP (National Association of Parliamentarians).

We serve to provide professional and educational support to those seeking to become more familiar with Robert's Rules of Order.
Our goal is to serve our members and the public in the interest of making all meetings more efficient and more fair.
We study and practice Roberts Rules of Order towards bringing order, fairness, and civility to organizations.
  • We promote the study of parliamentary procedure and the educational programs of the National Association of Parliamentarians (NAP).
  • Our members encourage others to learn and develop experience in the use of parliamentary techniques. A primary way to become acquainted with and understand how to implement efficient organizational meeting procedures is to attend one of the unit meetings!

The National Association of Parliamentarians® (NAP) serves the needs of today’s parliamentarians and those interested in learning about parliamentary procedure. The goals of NAP are to:
  • encourage its members and the general public to learn the principles and practice of democratic decision-making;
  • help teachers instruct people of all ages—from public and private school students to active professionals to retirees involved in their communities—in parliamentary procedure;
  • promote collaboration and professional development among parliamentarians; and
  • provide widely recognized, authoritative accreditation of parliamentarians.

NAP’s member-parliamentarians are located (by district) throughout the United States, Canada, and abroad. Minnesota is in District 5.

Among NAP’s members are Professional Registered Parliamentarians. These individuals have reached the highest level of proficiency in the practice of parliamentary procedure and provide consulting services to a wide variety of organizations. NAP also handles membership and accreditation:
  • basic membership level
  • Registered Parliamentarian® (RP®)
  • Professional Registered Parliamentarian® (PRP®)

NAP also works in a partnership with several youth organizations to prepare future leaders.

NAP has an Educational Foundation.
